The Institute of Public Administration and Management (IPAM) was established under the terms of an agreement between the Government and the University of Malta, ‘to foster the practice and study of administration and management in the public sector’. In furtherance of this mission, the Institute’s Statute empowers IPAM to carry out a wide range of scholarly activities, including the organization of courses, public lectures and conferences, as well as research. 

IPAM is a component organization of the University of
Malta. It is funded by means of an annual government
grant. A Board that is composed of representatives of
both the Public Service and the University, governs the Institute. The powers, rights and obligations of the Institute, its Board and Director are regulated by means of a Statute. 

The Institute is designated a ‘centre of excellence’ in
inter-disciplinary studies by the University’s Strategic
Plan. It is expanding both the core staff as well as the programme of activities.
