The University’s Strategic Plan identifies the Institute
as a ‘centre of excellence’, as well as envisaging its
development into a regional centre for teaching,research and consultancy.  The Institute’s Development Plan is consistent with this orientation. In pursuit of its mission to ‘foster the study and practice of public administration and management’, the Institute is committed to: 

· Developing urgently a range of scholarly resources for students of Maltese public administration, specifically a resource centre, a guide to the literature on Maltese government and administration, and a textbook on the subject for the use of undergraduates as well as the training of newly-recruited public officers. 

· Catalysing research on the Europeanisation of stablished patterns of governance among the Mediterranean states that are either acceding to the
European Union, or are candidates for membership.
